It looks like it’s parked out where there are few cars. If it was parked up front, it’d be warranted, but I’m not in full agreement in this instance.

If this happened to my car I would just cut the zip tie with my Leatherman and go on with my day. If this happened to my wife I’m not sure how she would manage to cut it off.
